Eligible Canberra homeowners can receive help with some heat-pump installations through ACT rebates, loans and federal STC discounts. Check eligibility before accepting a hot water replacement quote in Canberra. The amounts and conditions below were checked on 18 October 2026.

ACT support checked on 18 October 2026
| Support | Published terms | Important distinction |
|---|---|---|
| Home Energy Support | 50% of eligible non-solar upgrades, up to $2,500 | This category includes eligible heat pumps; the full $5,000 program total includes a separate solar category |
| Sustainable Household Scheme | $2,000–$20,000; generally 3% interest; up to 10 years | A repayable loan; earlier participants have different limits |
| Eligible Home Energy Support participants | Potential zero-interest loan up to $10,000 | Separate eligibility and lending requirements apply |
Sources: ACT Home Energy Support and Sustainable Household Scheme. The $5,000 program maximum combines separate rebate categories; the relevant non-solar category is capped at $2,500. ACT conditions include concession-card eligibility, owner-occupation, property-value limits and workshop requirements. Confirm the full current guidelines before applying.
How the $2,500 rebate cap works
For an otherwise eligible upgrade costing $4,000, 50% is $2,000. For $6,000, 50% is $3,000 but the relevant $2,500 category cap limits the rebate. These are arithmetic illustrations, not approval decisions or Born Plumbing installation prices. Other products or previous claims may affect the remaining entitlement.
Avoid double-counting incentives
Ask for a quote that separately identifies the full installed amount, any STC discount already included, the prospective ACT rebate and the amount actually payable. YourHome notes that advertised heat-pump prices may already include incentives. Confirm product eligibility, supplier participation and application timing before signing or paying a deposit. Check directly with Born Plumbing whether it can supply the installation under the program you intend to use.
Approval timing matters
The ACT page instructs applicants using its rebate-only route to seek pre-approval before accepting a quote. It also requires quotes from approved suppliers. Follow the relevant route’s instructions before paying a deposit or authorising installation.
Ask the program administrator what to do if the existing system has failed urgently. Do not assume an emergency removes eligibility conditions or allows an application after the work has already happened.
Rebate, loan and certificate discount are different
A rebate reduces eligible expenditure under a program’s rules. A loan is repayable finance. Small-scale technology certificates are a separate incentive mechanism for eligible renewable-energy installations. The Clean Energy Regulator’s scheme information explains that framework.
Ask the supplier to separate each item on the quote. Confirm who applies, who receives each benefit and whether a certificate discount has already been included. Do not subtract it a second time when comparing offers.
What if I am in Queanbeyan?
Queanbeyan is in NSW, so do not use ACT residency rules as if they apply to your property. Check the current NSW and Australian Government programs separately. The postcode and installation address should be part of every eligibility conversation.
A local plumber’s ACT and NSW trade licences do not mean the same financial assistance applies on both sides of the border.
Questions to answer before signing
- Which program is this offer based on?
- Do my household and property meet its current rules?
- Is this exact model eligible?
- Is the supplier approved where required?
- What must be approved before I accept the quote?
- What amount is payable before and after support?
- Are quoted discounts already included?
Keep written approvals, invoices and product details together.
